Tenacious Solutions, LLC is seeking a highly skilled Technical Program Manager (TPM) with an active Secret clearance to support IT and Acquisition Services contract(s) in Springfield, Virginia with deep expertise in IT program delivery, acquisition program support, and technical leadership to oversee large-scale, enterprise-level initiatives. The TPM is responsible for overall execution of the contract to include resource management, task management and financial management. This role blends program management, technical oversight, stakeholder engagement, and regulatory compliance to ensure mission success across complex environments.
The TPM will serve as the primary point of contact for government and enterprise stakeholders and will provide leadership across planning, execution, resource management, contract performance, and strategic alignment, providing fiscal, operational, administrative, and human resources oversight. The TPM oversees all aspects of the program, from service delivery to technical solution development.

Primary job duties and responsibilities:
- Apply Project Management Body of Knowledge (PMBOK v7) and advanced scheduling techniques to ensure multiple, simultaneous, and inter-related projects at disparate locations are completed on time and within budget.
- Coordinate with the customer and third-party vendors to ensure all program objectives and expectations are aligned and executable and to deliver successful outcomes.
- Act as the primary liaison between government customers, internal teams, and third-party vendors.
- Deliver executive briefings, contract performance reports, and technical risk assessments for senior leadership.
- Collaborate with cross-functional teams to define product vision, requirements, and technical roadmaps.
- Work to resolve conflicts among the team, including the customer and third-party vendors; aligns expectations, and develops both short term and long-term plans to lead the program to its successful conclusion.
- Fosters team development, encouraging leadership behaviors from all project team members and sharing ownership for the outcomes.
- Provides program direction during all phases of the program to accomplish cost, and schedule objectives and proactively works with the team and customer to address and mitigate the impact of unplanned events (failures, realized risks, material issues, etc.) on the organization and customer.
- Achieves operational objectives by implementing service level agreements, quality, and customer-service standards; resolving problems; identifying, tracking, and managing risks; completing audits; identifying trends; determining system improvements; implementing change.
- Utilizes available information, metrics, and evaluations to develop recommendations for change.
- Accomplishes human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.

- Collaborates with cross-functional teams to define product vision, roadmap, and requirements.
- Utilize Microsoft Office 365, MS Project, MS Planner, or JIRA to create and manage project plans, timelines, and documentation; and manage product development from concept to launch.
- Conduct market research and user feedback sessions to identify opportunities for product improvement and innovation.
- Develops clear and comprehensive product documentation, including user stories, specifications, and release notes.
- Adapts to changing priorities and pivot strategies as needed to meet mission objectives.
- Monitor product performance and user engagement, using data to drive decision-making and enhancements.
- Translates understanding of customer mission and objectives into company/account strategic goals; provides input to the company's strategic planning process and recommends/leads new business pursuits and/or possible expansions.
- Expertise in program management methodologies (PMBOK, Agile, SAFe, Waterfall).
- Strong technical understanding of cloud services (AWS, Azure, GCP), microservices, APIs, and DevOps practices.
- Experience with cybersecurity frameworks and compliance (RMF, NIST 800-53, IL6, ATO processes).
- Familiarity with FAR/DFARS and federal acquisition processes.
- Advanced proficiency in MS Project, Office 365, Power BI, PowerApps, Power Automate, and PowerQuery.
- Identify, track, and mitigate program-level risks, applying contingency actions proactively.
- Maintain full situational awareness of program health and resolve technical or operational issues proactively.
- Manage contractual deliverables such as CDRLs, SOW compliance, IMP/IMS artifacts, and financial reporting.
- Conduct business case analysis, cost management, staffing plans, and acquisition strategy support.
- Provide fiscal, operational, and human resource oversight across program execution.

Qualifications:
Required:
- Active Secret clearance or higher.
- Bachelor’s degree or master’s degree in computer science, engineering, or related field.
- 10+ years of experience in software engineering, solution architecture, and/or complex technical project/program management.
- Proven experience as a Product Manager, Solution Architect or in a similar role, with a strong understanding of product development processes.
- Hands-on, intermediate to advanced experience with Microsoft Office 365, MS Project, MS Planner, or JIRA.
- Strong familiarity with the Microsoft Power Platform: PowerApps, Power Automate, Power BI, and PowerQuery.
- Strong understanding of cloud platforms (e.g., AWS, Azure, or GCP), microservices, APIs, and DevOps practices.
- Excellent documentation skills with attention to detail.
- Strong listening and communication skills, with the ability to convey complex ideas clearly.
- Demonstrated ability to be self-directed and adaptable in a fast-paced environment.
- A curious mindset with a passion for learning and continuous improvement, and willing to work on all levels of a project.
- PMP or equivalent certification.
- Background in defense or classified federal environments.
Preferred:
- Experience with vulnerability management, data architecture, machine learning pipelines, secure software practices, and enterprise SaaS platforms.
- Experience with Programs of Records.
